I have on my computer somewhere an old declassifoed document from when the military was funding contractors to research as to whether ball lightning is theoretically a real phenomenon, and whether it could be weaponized.
Very interesting theoretical math involved, and they concluded that yes,they could make ball lightning... but to get it to the target accurately would take an insane amount of energy.
