MP shield is as small as I'd go.
G19 is a little thick, but with a quality belt (designed for carrying a gun) and holster it's very concealable and is still big enough to get a good grip on and holds 15 rounds.
If you're concerned about terrorism, you really want a larger gun, preferably with a MRD if you can afford it.
