For the scope to work at all it would need to take mags and a conversion wouldn't, be that hard.

No surprise, Russia has done the same thing. The action is one of the most expensive parts of a bolt action rifle to make, so when you have ass loads of actions available that you can just rebarrel and slap a new stock on and have a decent rifle, it makes sense. Same with the US and the M14 EBRs, except the M14 is shitty.
