It's very unlikely that a lot of dinosaurs had pack instinct.

And extant dinosaurs would have almost no potential. Armoured Cassowary? Assult Kiwi? Rocket propelled hummingbird?

If they ever saw use, it would be looked back on as a novelty. They could have a use, but I don't think they could be used like Private Pyle suggests. Raptors can't identify civilians, probably wouldn't recognize traps, and probably wouldn't have been as durable or smart as they were shown in the movie, even if we were to use Utahrators instead of Velociraptors. Unless we had the technology to fully mind control the raptors, it probably wouldn't be a very viable option. Even if we could, drones would eventually catch up and surpass their effectiveness, if they haven't already, and in the end be much more cost effective and humane.
