There isn't much difference, it's just made by a different company in France. Apparently they are very nice compared to the older 18X series Rugers which were made on worn tooling with poor fit and finish.
I for one would love to see a day when they surplus them out and sell them in the US. I'd totally buy one. They are simple title 1 non-FA rifles that would be 100% compliant with 922R in their current state.
