tanks are not driven through the streets because germans generally dont approve militarization of forces inside their cities. thus, tanks and troop carriers are only used by the bundeswehr and not police units. cost may also factor into this.
i have seen images of rebuilt low profile VW Transporters though which seemed to be armored against .50BMG and have hidden gun ports.
