While I think military experience is a nice bonus for a defense minister, being defense minister is not the same as being a general. They don't actually command troops or anything, and they'll never see combat. The skills required for being a good defense minister are in the financial, diplomatic and political strategy areas, and you can develop those skills very well without ever serving in the military. Conversely, you can be a great soldier without ever really developing those skills.
All other things being equal, it's ice to have a minister who served, but imo not having served isn't a serious drawback if the person is otherwise good at their job.
