Pic to the left is a hypothetical nation whose borders currently lie entirely within the "accepted" territorial boundaries of Somalia. Specifically between The Jubba river and the Kenyan-Somali border.

It lies within a region called Jubaland that is under the de jure ownership of the Somali Federal government but whose rural areas are under de facto control of the terrorist group known as Al-Shabaab. The area is fertile & well supplied with water thanks to the Webi Jubba river that flows into it from the north, the southern reaches get an additional influx of water from the Shebelle river which flows in from the South west.

Despite an over abundance of wild game & fertile soil the area is fairly under populated with the area of interest, Jubaland's administrative division of Lower Juba, having an estimated 380K inhabitants situated mostly in the three largest cities and their surrounding areas. These being cities being Jamame (150K), Afmadow (40K) & the coastal city of Kismayo(180K). The rest of the population lives in farming villages near the Jubba river that survive on subsistence agriculture.

Federal military presence in the district is limited mainly to these 3 towns and periodically to the roads that connect them. The Somali military currently has no effective Navy, the Jubaland area has no significant air resources situated in it & one Air base large enough to launch jet aircraft. However the Somali government has 140 tanks of which 80 are outdated MBT's (Centurion & T-54/55's 40&40) and 60 Med. Tanks (T-34, 85mm variant). Arguably more dangerous are the 400 APC's, both tracked and wheeled, that are deployed throughout the country as needed.

Using mercenaries & veterans from western nations involved in Iraq, Aghanistan and the war on terror how would you go about establishing a nation state in the area? What funding would you procure? How would you gain legitimacy and what weapons would you realistically bring and equip your men with?

As of 2013 Somalia's new leaders aim to train and equip a professional army of about 28,000 soldiers within three years, they however are quite bankrupt and lack any cash to properly expand their military a problem which persists to this day.

Throw in some russian mercs with experience. Abkhazia, South Ossetria, Crimea and Novorossia - it's "MUST SEE HOW IT'S DONE" list.

Quick & dirty way - people, drug and weapon trade for start. Later switch to more safe sources.

Legitimacy - (again see Abkhazia, South Ossetria, Crimea and Novorossia) we need powerful ally without "MUH HUMAN RIGHTS! DINDU NUFFIN!" bullshit. And that ally must be interested in this region. So realistically - China & Russia.

Weapons - mostly russian stuff (cheap, reliable, rugged and can last forever with minimum maintenance)
Airforce - small numbers of Hinds & Hips(as we have no stripes for jets).
Tanks - again small numbers of T-72B for tanks, BMP-3 for IFV, GRADS & NONA-S for arty.
For personal weapons go with russian stuff again. Don't forgot to throw in good optics, thermal, etc.
MUST HAVE - good protected comms & small reconnaissance UAVs.

Southern Africa like Namibia, Botswana and Moz. I think Kenya also has quite a few whites, my dad grew up there, but that was before the transition.
