Part of it is that they vastly underestimate how large Youkai Mountain is. It's basically bigger than any mountain that currently exists.

It isn't. They've finally received permission to make it, but apparently they won't be doing so at least until they get a decent power source to move it. There's already a Moriya shrine branch that's closer to the Human Village in the meantime, so it isn't as if humans have had to get all the way up Youkai Mountain to pray; that would be impossible.
Its located at the hollow earth opening entrance at Antarctica and the north pole. That's how you get in but there isn't a map to hollow earth and finding the touhou land and human village won't be easy.
