My vote goes to Yukarin, one of the best looking residents of Gensokyo and despite being hated she jsut has Gensokyo's interests at heart. She is also nice to Reimu.

It always surprises me whenever I see the whole Byakuren = mother thing around here. ZUN describes her as having the disposition of a kindly grandmother but without the genuine warmth and humanity of one, due to how detached she is from nearly everything and everyone around her. Even in terms of how she looks, she definitely comes off more as an older sister than she does as a mother.
So why does a character who doesn't really act maternal or look maternal become mother material? Is it the boobs?

It's not an act.
They aren't overly common, but there are people who are unconditionally nice or unconditionally generous. They treat others well, but they don't do it out of personal affection or desire for praise or anything like that. Rather, they treat others well because their ethos demands it and, in internalizing that ethos, it has simply become as much of a habit as eating or breathing is to a normal person.
If this sounds unnatural to you, it should. In the same way that someone who is unconditionally cruel or unconditionally callous/ruthless is aberrant, someone who rewards both kindness with kindness and evil with kindness without so much as a decision is someone who has no chance of forming a meaningful bond with other human beings.

In Symposium of Post Mysticism where he's talking about her interests and activities and whatnot. He says that she has nothing she really hates (except maybe humans although she doesn't show it if she does) but nothing she really likes either, which is to say that she doesn't have any real investment in her surroundings. This is further corroborated by her sutra recitals and how, despite how no one takes them seriously or pays attention to their actual purpose, she indifferently keeps holding them.
A normal person would throw in the towel. A good person would try and change things up or maybe incorporate a different approach in order to try and get the audience to understand. An aberrant person would continue doing the same thing, because whether the audience is actually benefiting from her altruistic action is irrelevant to her as long as the action itself is an altruistic one.
Does that not strike you as abnormal at best and actively repulsive at worst? That's what ZUN was trying to get across, as I understood it.
