There was actually an arrest for possession of lolicon in some state, I don't remember which though. The thing to remember, though, is that almost all arrests related to lolicon or cartoon child porn have something else to them, like real CP, child abuse, or distributing physical material.

Those charges have been to stack the sentence for CP collectors to coerce them into a plea deal though. It has never actually gone to court since SCOTUS ruled that artwork that doesn't exploit real children is not child porn (which does not mean it is not obscenity).
According to the police in arstechnica.com/tech-policy/2015/11/how-dropbox-found-a-child-porn-collector-and-a-chess-club-stopped-his-rampage/ , they don't prosecute most cases of CP where there are only a couple of images, due to lack of time and manpower. Loli is low hanging fruit, but I expect any good defense could get it laughed out of the courtroom by the jury.

If you're talking about the manga collector from Ohio or some shit, they got him on sending obscene material through the mail, nothing more. Even still, his sentence was insane if I remember correctly. Definitely a case where the punishment most certainly did not fit the crime.
