yeah, and the mission-capable rate is also an important factor. ex-commie and third world countries tend to have a terrible one due to their tight maintenance scheme, meaning only a handful of planes are actually operational regardless of imposing inventory.

I also highly doubt that North Korea reach the 100 operational aircraft, regardless of their age. They're pretty much a goldmine for post WWII aircraft passionate.
