The United Nations Convention on the Law of the Sea states
An island is "a naturally formed area of land, surrounded by water, which is above water at high tide".
and "rocks which cannot sustain human habitation or economic life of their own shall have no exclusive economic zone."
Even at high tide, some parts of this "island" are above sea level
Japan claims that a "rock" is not defined in the Convention, therefore there's EEZ
And also that a construction of a port, lighthouse or power station may be used as a counterargument
for China's claims regarding "sustain human habitation or economic life".
The things around the "island" are steel breakwaters and concrete walls to stop the erosion
