In my area there are a number of Mexican-owned and operated restaurants of decent quality. The food isn't amazing, but it's better than taco bell. There is one really small hole in the wall joint that makes bangin food for dirt cheap, but it's more bare bones in terms of menu than most Mexican joints around here.
