You can simply say japanese-brazilians. It's not popular, but it also isn't completly unknown. There's even an annual event called "Festival Yosakoi Soran Brasil" where yosakoi groups from a few different cities compete against each other for the national title. Here's my hometown group's performance (I don't watch anime so I don't recognize your picture but they use naruko just like those):

Events such as Bon Odori/Matsuri though are popular, almost every single nikkei attends to those or at least knows those event. Personally I used to love them when I was a kid and nowadays I still do even though there are a few white/non-japanese anime fans that are also attending to them.
