The president is elected by the state governments, not the popular vote. 99% of the time, the state government votes and the popular votes coincide, but that was an example of a time when they did not coincide.

It's a method to preserve Federalism and some degree of state sovereignty
The concept behind it is that, the popular vote winners of the state basically become who the state "nominates" for the federal office of president
Each state ha at least 3 electoral votes (all states have 2 Senators, and at least one House Representative)
Larger states have more votes because they have more house seats (House of Representatives is proportional to the national population, with each state having at least one seat. All states have 2 Senators each. The idea is the house reflects the nation as a hole, and in the senate it reflects each state with equal footing. it's a compromise between a unitary national system and a confederal system.)
So each state gives all of it's electoral vote to the electoral college, each state nominating the winner of their popular vote in winner-take-all style (except the small states of Nebraska and Maine, where the popular vote winner wins both Senate votes and then each house district votes for the winner of their district)
It's very rare that the winner of the popular vote does not win the electoral vote. When it happens, it's usually a close margin - like the 0.5% margin in 2000.
It's hard for foreigners to understand, but it's a fair system in a large country like ours that is so regional and had to deal with differing paradigms between a unitary or confederal government early in our history, creating American Federalism.
