Why does South Africa look so nice?
I'm really into going through cities in different countries on google earth and it always amazes me that despite having a hdi as low as bolivia's most south african cities are pretty neat and look better than south american ones in chile and argentina.
Also, if they have such high crime rates why you don't see huge walls and eletrical wire as you do in countries with lower but still high rates?

It really makes no sense, it's not like they're just stupid (or are they), it got me wondering if our tower fortress barbed wire thing was more cultural than anything else since you also see it in countries with low crime rates such as chile.

South Africa's hdi is as high as 0,666
while Bolivia's is 0,662
I've been to Bolivia myself and from what I've seen of south africa on street view I can't really believe both countries have similar living standards.
