Because "Noon" is not a light-based term, it's an orbital based term. At noon (+/- 1 hour based on summer time) the sun is at azimuth. It will not get any higher. No matter if it's not visible, that's the time the sun appears to switch direction.

If not in an agrarian economy with no artificial light, it makes no sense to base your time-words on the state of light.

Besides, Colombia is on the equator. To you the terms are about the same time throughout the year. To me and finnanon higher up, they would change with 6-7 hours, that makes them useless.
