It's a side-effect of being relevant. The more cultural and historical contributions your people have made the more arrogant they're going to be. For example: northern and central Italians can also come off as pretty arrogant and rude sometimes when compared to southerners which are all about "le friendly terrono hospitality, enjoy sunshine bro" due to them being much less relevant in all aspects than the other regions except for cuisine maybe.
