While the missiles were able to hit the SCUDs at their terminal phase, they would often leave their warhead intact and free to detonate once its fuses were triggered.
While missiles launched from NK targeting ROK or Japan wouldn't have nearly as much speed as an ICBM, much more would be at stake as these missiles would likely be nuclear tipped.

I would say that China is more likely to become a superpower than Russia. Their population might be getting old but their demographic situation isn't nearly as bad as Russia's.
