They got orders for a feasibility study for the manufacture of armor manufacturing around 2014 and it was a big deal because it was speculated that Mexico could become a hub for armaments manufacturing. It's not hush hush or anything like that. It's pretty well known. Just go ask anyone in the automotive/engineering industry in MX. Brazil bases it's output on raw goods. Mexico is dependent on value added goods like cars and industrial products and they actually design, engineer and manufacture about 50% of the components that go into these goods, which is a major differentiator. Should warfighting occur Mexico could shift plants from building Nissans, Solar Panels, Aircraft and BMWs to building tanks, missiles and guns and could actually do a lot of the technical end too. Brazil can't do that as effectively since your industries are primarily tied into resource extraction other than Embraer.
