I've lived in Montreal all my life and its very multicultural, people are open minded so its chill. With french in general just trying a bit goes a long way with people, and if people switch to english immediately as they hear your accent its often not to be inconvenient. Tons of people are born and have lived in Montreal without ever learning how to speak french.
I can't say about the rest though. Quebec City can have a pretty small town mentality, so a bit xenophobic, although it will greatly depend in which neighbourhood you live. Anyways, these places are nice just to visit and spend a few days, you wouldnt want to live permanently outside of Montreal.
