Southern Norway: Sunny, with beaches. Lots of visitors and tourists.
Eastern Norway: Probably the best weather overall. Can seem empty at times because they have the easiest access to the big airports.
Western Norway: Decent temperatures and some of the best nature, but very rainy (rains even more than any place in the UK)
Northern Norway has very unstable temperatures (some places might not see 20 degrees once in an entire summer). I'd say usually they will have around half a week every summer where the temperatures can reach anywhere from 20 to 35 degrees.
