The concept of nation states in Europe weren't formed until later on, meaning people were united by cultures and geography. Europe was a lot more tribal essentially. This isn't to say that European countries didn't exist, it's just that certain things were looked at as more important in terms of cultural similarity. That's why the Von Habsburgs dominated the Holy Roman Empire for a long time. And yeah, like a lot of anons said, political alliances and such.
