If there was a referendum in 2014, why is Catalonia still part of Spain?
Because our democracy works this way:

But referendum like polls without real legal power.
So the situation is still blockaded between a Catalan Government which claims that want to be free and a Spanish Government which doesnt know what politics are for.

Because it is under occupation. The Confederate government was never officially toppled or disbanded. The men just went their own way. The same with Texas. Texas was annexed. To this day both governments are still legitimate.
