Would you recommend that my in-laws visit Costa Rica?
They are older and slightly frail, but enjoy traveling to beautiful places as long as they are safe and part of a tour and such.
What would you recommend they see and stay?

I would recommend them to contact a tourism/travel company, not to ask random people online. Then again, the only thing I can say right now is that we are at ultra high season right now, is the time of the year when national vacations meet with the vacations of a lot of countries, so, being a tourist destination and all of that everything from cheap to expensive is full.
On the same note, in theory its always "full season" here, so yeah.
