They disposed the ruling classes and favored the poor and merchant classes. As a result, many stagnant areas improved soon after, if they submitted to Khan rule. They also had many good policies for leading that let them maintain such a large area under one control, even if relatively briefly. Maintaining an area that large for that long in that time period is actually a huge task.
