At the Fall of Saigon, they control more than 90% Saigon economic because the capitalist Vietnamese and Westerner runs away and they just seize it, think that North Vietnam would not do anything to them with China backed.
With democracy, South Vietnam can't freely kick those chinese out unlike North Vietnam.
