It just depends on the culture, a lot of Asian countries have always had massive populations with very little personal space so the culture is very specific about being harmonious, non-offensiveness and not being wasteful and cleanliness is part of that. But like >>61496066 mentions not all Asian cities are clean and orderly. There are also cities in Europe where you could eat your dinner off the floor too.
