This was the icelandic flag that some people used, before Icelands independence, created in 1897. It's called the Hvítbláinn which means "the white-blue". A red cross was later added, If I recall correctly it was because some argued that it was too similar to the greek flag.
Shetland today uses an identical flag, Shetland also has the icelandic sentence "Með lögum skal land byggja" (by laws shall the land be built) from one of the icelandic sagas on its Coat of Arms.
