I'm not sure to be honest for someone from Japan going off by what is popular and growing cities I'd say Sydney or Melbourne as I live in Brisbane and it's kind of dead compared to them.

Sydney. I used to live in Parramatta and regularly travel to Sydney. There's commuter trains so, easy to move around.

The Australian Government has set them up around train stations as a sort of, welcome to tourists, they will happily take your photo
Canberra.
Not as SJW and overpriced as Melbourne or Sydney, not as disgustingly humid as Brisbane.
Out of the four Australian cities it's the lesser of evils.
