We get floods here virtually every year. It starts raining, doesn't stop for a week or so, and a couple of rivers swell up to twice their size or more. Houses are ruined, people cry. Every year, they rebuild their houses on the same spot. Every year, you see more houses built at these rivers.

I don't know. Maybe it's perseverance, defiance in the face of certain tragedy. Maybe it's just outright stupidity.
