Tyne and Wear being a fairly new county couldn't be arsed to make any flags. Gateshead is the only one hat flies a flag over it's hall.
I do seem to remember growing up in South Shields and the South Tyneside flag flying above the town hall being the coat of arms on a green background but now all that's there is a St Georges Flag and a load of empty flagpoles.
I imagine Merseyside is similar for places like Birkenhead or Southport
