Why do people using Cyrilic write names as they are pronounced and not like they are written in native language?

мэтйy джoнcoн instead of мaттхeбб йoхнcoн

Because it corrects for outdated orthographies like English. Also, your method would additional be bad since the foreign language may use diphthongs that aren't diphthongs in the receiving Cyrillic

Because this doesn't make any sense when written in cyrillic, and that goes for other names too
