Actually the Dam was started by the ROC. In the 20s or 30s I think. PRC carried over the project.
Chinks longed to have a massive dam built there to control the annual devastating flooding for millenia. It's even in their ethnic myths. According to myth, it used to be much much worse until a legendary chieftain, Yu the Engineer, united the Proto-Chinese along the river to build a massive dike upstream, the dike supposedly being the Three Gorges geological feature itself.
