I live in Cork, so I can tell you about that.
You could walk up to almost anyone in West Cork, my area, and have a really nice conversation and (if you're nice enough) a home-cooked meal. We're regarded as the homeliest people in Cork, so you can safely just do whatever you want here and be accepted. We have a thing for Germans too, so feel free to come over. The beaches are lovely, property prices are relatively cheap, the air is clean and the food is really high-quality.
I stayed in Dublin for a while, and you're accurate in saying it's a shithole. People openly shoot-up in the street, and people aren't likely to want to talk to you, let alone help you.
Galway is really nice, the granite landscape makes it really unique. The people are much more posh than in other areas, which I personally find unpleasant, but my cousins live there, so I've become accustomed to it.
Those from Cork City say West Corkonians are pretty posh too, but I don't see it.
