The veto was in the scenario of a Scotland pulling out of a UK that is a member state of the EU. It's to keep the status of EU countries as they are.
The scenario is completely different with a UK out of Europe. In this scenario, Scotland would be welcomed into the EU because otherwise they'd be out, and the idea is to favour remaining in the EU.
And this is irregardless of Gibraltar. That's a totally separate issue.

Even when Catalonia succeds to secede, Spain can just veto its entry to the EU.
Scotland and Catalonia are at least now apples and oranges since Britain and Spain are in different positions. Granting Scotland's independence will not deter keeping Spain's unity.
