Download the flag/seal/logo picture, if its a flag then just resize it to 16x11. If its a logo/seal, paste it on a blank picture that's in a 16x11 ratio and then resize it to 16x11
Once you've done that, open the picture in any image editing software that lets you work in layers and paste the gloss template in a new layer and then save it. After that go to the Extra Flags Github and create a new issue and name the flag, upload it and then an admin should hopefully see your issue and approve it so that the flag gets added

Make sure to paste it in an empty white background that's in a 16x11 ratio
