That article has a good summary, but the gist is that Franklin actually wrote
>Those who would give up essential Liberty, to purchase a little temporary Safety, deserve neither Liberty nor Safety.
by which he meant that the Pennsylvania state assembly should not give up its Liberty to tax residents in return for the Safety of a bribe of militia funding.
It's an argument for how the government shouldn't give up its powers in the face of a minority of loud dissenters claiming special privileges. Kind of like how you're inventing new personal freedoms in an attempt to keep the government from exercising its constitutional authority.
