Definitely Saigon for the type of experience you want, but I also recommend going somewhere like Đà Nẵng and avoiding tourist areas cause that's more rewarding in my opinion. Nha Trang is a good middle ground.
Sài Gòn has Bùi Viện street, which is a lawless constant party. Go there. You can do anything you want. Local expats play "BV truth or dare" where they roll joints on hoods of police cars and shit. It's gang-controlled and there are no rules.

You can't have sex tours in Vietnam like you can in Bali. There's tons of happy-ending massage parlors, and all karaoke places have gái ôm, hug girls, some of whom will go home with you, but I doubt you'll be able to pull that off without speaking Vietnamese. The Starbucks on Lê Thị Riêng in District 1 is infamous for having English-speaking gold diggers who jump around from bed to bed. If you're rich you can find girls. If you want greasy hookers, again, just go to Bùi Viện.

Bùi Viện. People will literally be standing around yelling "cocaine, marijuana." Negotiate the prices a bit. Note that the coke is actually speed and the e has meth in it.

Go to any late-night spot with a soccer game on. Be careful. Vietnamese people love to gamble but don't like to pay. Gambling is a good way to get killed in Vietnam.

This is where I recommend actually leaving Q1. The thing about District 1 is it sucks ass except for Bùi Viện. It's boring, ugly, and expensive. If you want a more authentic, interesting Vietnamese experience with lights and music, go get lost in District 12, Tân Bình, or District 10. Find a quán nhậu, or drinking restaurant, in a less developed area and just be foreign as fuck, people will come up and want to talk to you out of curiosity. Have some fun with them.

Cops won't give you trouble, but yes, you can. Don't be stupid and get caught with drugs outside of BV. Vietnamese people respect discretion and are trying to make their country tourist-friendly, so I wouldn't worry too much. Just don't drive drunk and high of your ass or something dumb like that and you can avoid paying a million dong in bribes.
