why do british people always repeat what youre saying as a question? My friend does it all the time and it confuses me. For example if I say something like "ted cruz is my best friend" they will be like "hes your best friend?" or even something simple like "i did not eat breakfast yet" and its "didnt eat breakfast yet?" and ill just reply with "yeah" but idk what im supposed to reply with am i being rude please help(pic not related)

Example:
