Everybody who emigrated prior to 2008 from Kosovo is counted as Serbian, because they emigrated with Serbian citizenship.
Albanians from kosovo still get our citizenship to emigrate because it makes it easier to get accepted and getting serbian citizenship if you are from kosovo is trivial because we consider it a part of our country.
Even without that we have about at least 100k albanians near the border plus gypsies in even more amount.
