TV used to be all uppity and family friendly and values, then the 60s happened and they couldn't enforce any kind of ethics, and there were plenty of ethical debates about what is publically safe but one of the last vestiges of the need to portray a kind of separation that exist for the people as well is the use of swear words
there are still a lot of family that teaches their children to never use it for they themselves have never used it
i understand that elsewhere tv is all about showing off everything in rl and the point is to have some kind of mirroring effect with tv-rl and rl-tv but the exclusion of the curse words implies that the us ethics committee at least is not okay with this trend
