With the economic downturn in Russia, Putin needs to work towards reconciliation with the west but in a way that doesn't lose face for Russia. Acknowledging the US's strength is a good way of throwing us a bone while he lays out what he wants us to do so Russia can go back to being non-belligerent.

But idea is - from around the 80s US started acting like it could do anything to anybody, when they were left as the only superpower country this got even worse, cold war policy on RF never stopped. But thing is, as today China had tremendouse growth, RF appears to be not so dead, other significant countries got more influnce, the world gonna be polycentric, it's just natural way. US opposes to it and that causes world problems.
