When setting Region to Ukraine, OS X uses 24-hour time (17:08). But iOS 9 uses 12-hour time (5:08 PM). Which time format is correct in Ukraine? Google seriously doesn't find any sites that tell me... :(

My guess is the same. That they use 24h, and use 12h in casual speech (like "it's 15 past 3" for 15:15).

IRL we use 12 hours system adding some define word as "morning", "night" and so on.

Ok I found something that finally answered how to format time:

Time format is HH:mm, meaning 24-hour time is the default for digital devices in Ukraine. So it is just like Sweden. Using 24-hour time and reading something like "15:20" and in casual SPEECH saying "3:20".
