I know the Aussie is baiting but German national identity is such a complex topic, my history final exams when I graduated prep school revolved around that alone.
What is Germany, is it everyone who speaks the language? That was the credo for the longest time, if you go by that definition Germany has existed as long as a standardized High German has. That would ignore Regionalismus however, regional accents and all that.
In the end we've settled for this compromise: they were born in regions of Germany so by extension they were German. It's also not like we pulled a New culture or mentality out of our ass, it was just an artificial creation of Germany, which was still federal in nature. The people and their customs remained the same.
