PP would be leaning more to the center if there was a more radical right wing party, but there isn't so they try to compensate to earn their votes. Lost of corruption, but same would happen with any other party, I think it's the less worse of them all. They're far from perfect, but at least they know what they're doing (or just better than others). Rajoy is the opposite of charismatic, but the most capable of them all in my opinion.
