Here they make a distinction between the religion and the people. So you can call the Islam a cancer but you can't call Muslims a cancer. Unless you call Muslims a cancer because you find the Islam cancer but not the Muslims as people themselves. Of course Wilders constantly crosses that line and then corrects himself when asked about it.
Although Wilders as complete free speech inside of parliament, he doesn't have free speech outside of it. So he once suggested he should quote himself outside of parliament as to not break the law.
