Australia already required a license to own a gun before port arthur though.

Licensing was not the issue. The issue was that port arthur effectively banned the vast majority of firearms. Pump actions were banned, semi automatics were banned, etc. It also effectively confiscated guns from millions of people that were completely innocent and did nothing wrong.

You are severely limited in what you can own though.

Take countries like Canada and New Zealand for example. Their firearm policies are pretty much geared towards vetting owners rather than actually banning guns. Aside from machine guns, you can easily get semi automatic guns and pump action shotguns with a license

People don't care nor do they see a reason to own something like that. Recreationally, you can get rifles, handguns and shotguns at shooting ranges or private ownership if you live in a rural area. If you need one for work like pest control, a rifle does just fine. People aren't fanatical enough to want an assault rifle just for the fun of it, and people don't need anything more than the basics if they want one for work.

Gun owners are probably 1-5% of the population, and even fewer want radical change to the current laws. The fact of the matter is that gun issues affect a fraction of the population, because the vast majority of people don't own firearms. Most Australians are either content with the current system or simply don't care, and no amount of shitposting is ever going to persuade the government to introduce sweeping reforms to appease a small vocal minority.

Have you ever studied public law? Making and reforming legislation isn't done with the snap of the fingers, it takes considerable time and taxpayer money, and can have unforseen consequences if it isn't planned out very specifically. The government isn't going to spend time and money to introduce reforms when there can be unanticipated consequences and is being done purely to appease a small group. Until such a time when a) more Australians are actually interested in reforms, or b) When such reforms are actually tangibly needed, then no changes are going to happen.
