If you don't live in the South you get to enjoy a considerable amount of wealth and quality of life and also much lower unemployement. First off, teachers in Finland are better educated (Master's Degree is required). There are also less students for every teacher. Secondly, the idea that every student should pass is more important than getting good results in Norway and Sweden.
